In 1995 The Ogre Town Development Plan was worked out. Analysis of the situation after the collapse of the Soviet Union is provided; basic problems and trends of development defined in order to improve economic and social situation in the town. The municipality tries to develop the level which would correspond to that of a developed Europeon town.
Main trends of development and the projects worked on for the respective:
1. Municipal services and infrastructure:
- Reconstruction of heating system and boilers-houses
- Reconstruction of sewage system
- Reconstruction of water supply and purifying systems
- Reconstruction of solid waste storage.
2. Housing
- Insulation of apartment-houses and modernisation of heating system.
3. Social Care a Education
- Reconstruction of Ogre secondary schools
- Reconstruction of Turkalne Boarding school
- Reconstruction of Ogre hospital and its reprofiling
- Establishing First Aid Service
